Is the proper care for someone that you suspect of an opioid OD, to cuff their hands behind their back, put them face down and kneel on their neck?

Floyd didn't RESIST ARREST - he was cuffed and under arrest. He apparently lacked capacity for anything beyond that (due to his chemically induced state.)

- never tried to strike a cop; didn't threaten the cops; didn't pose a threat (other than being black.)

- he was in their custody and they killed him/let him die.
