- he was cuffed & provided no threat;
- he complained that he couldn't breathe; even if the cop hadn't held a knee on his neck for 8+ minutes, the cops have responsibility for the health of individuals that are in their custody - what care did they provide to a suspect that complained about that he couldn't breathe?
