of these instances are faked (which could be by someone not Bubba) or mistaken (like the Oakland story).

There are pictures here which show things that could be regarded as "noose" like:

And the reason why the FBI is involved is because people have lost their minds about all things race. So, kneejerk reactions to investigate and elevate this to a capital offense are the rule, not the exception anymore.
