how does "we the people" prevent federal overreach if the federal government is writing the law, passing the law, and interpreting the law all by itself? When does the "we the people" part come in?

Jury nullification is a tool of "we the people" to stop that exact sort of overreach. To dismiss it as "fantasy land" is blind and dangerous.
