Re-directed strategy would probably be more accurate for Fulford. Here is Fulford's quote from his hiring press conference:
"I think the one thing the Mizzou family is going to figure out about myself, Coach Loos, and Coach Fuller is that we are going to get elite players in here, there is no doubt about that. And we are going to win, and we're going to win quick. I think the biggest thing we have to sell right now is Coach Anderson himself. He played here, he has lived it, he understands Mizzou better than anyone else who can speak on it. For us, its getting the top 10 level kids in here and letting him close the deal. And I think we can do that."

Fuller was basically forbidden to participate in recruiting. I don't think he left campus to recruit after that point.
