My money is on casual conversation with BOC or another higher up that hangs with that crowd expressed some concern based on the same lists everyone saw circulating. Maybe Sterk interviewed 3 people that AM and someone said, "We can do better than that can't we?" That turned into a story about full-blown BOC rebellion and spanking of Sterk by BOC. The most effective propaganda always has a small kernel of truth.
