They are not.

I posted a recent study of college students in south africa. College students with similar backgrounds, similar opportunities of different races.

If you were correct, the differences between the races would not have been evident in that study.

The study showed a disparity in intellectual measurements similar to those of blacks and whites in other parts of the world.
