Fact - STL proper has a much higher murder rate than KC proper.

Fact - STL metro has a much higher murder rate than KC metro

Cities pretty much have to report murders. When it comes to all the other crimes too many cities play too many games with them to guarantee that you are making an apples to apples comparison.
