is willing to pay... for instance the benefit he receives from having that worker is exceeded by the wages and benefits and taxes he has to pay because he employs that worker, then he just doesn't hire that worker. Unless, of course, you think the government should be in the business of forcing companies to hire certain numbers of workers at certain government set minimum wages... or essentially socialism.
