S within a year and can get away from a modern version of martial law. Until then, it needs to happen.

My friend is a homicide Sargent and another is a surgeon at a downtown hospital. The stories they tell are sickening.

The community will not police itself because of what is implied in the OP. Some privacy rights have to be suspended until the main criminals are rounded up and the rest of the community isn't afraid to be engaged
