Simply put, most of the black on black killings are about drugs, "respect", gangs. They have seen people get killed for snitching.

They know that the cops will eventually have to give their name to the killer's lawyers, putting out a death warrant for the witness and their family.

They can't afford to leave, hide out someplace else. So they just keep quiet full well knowing the cops can't do much of anything to protect them.
