Government doesn't create insurance out of thin air. It steals from private individuals and businesses to provide these "services".

When you say "one...an increase in insurance for everyone..and two, some adjustments to site specific areas" ... keep in mind that eliminating the government's role in disaster clean up would include reductions in the money stolen from private people/entities and would free up some money to pay for insurance increases that you foresee.

Why are we only forced to pay for disaster relief within the geographic jurisdiction of the US? Why not elsewhere?
