One benefit of a free market would be the extremely high prices of storm insurance in hurricane alley (if insurance would even exist). It would limit the amount of construction and investment in an area that can be wiped out any given summer.
FEMA and other socialized systems has forced millions of people (some thousands of miles away) to insure the risky business of building in hurricane alley.
It's called moral hazard.
