And economic strain causes problems in those countries, to force change.

Sanctions are the best way to apply pressure to countries without dropping bombs. Countries like PRK, Syria, Gaddafi's Libya, Russia, Iran. In some instances, it works better than others.

And as far as authority is concerned, limiting trade is a great form of sanctions, especially since we are an enormous economy. Why would we not use this to protect our interests?
