which is a requirement. He was smart enough to get elected, but part of that was that he was able to "free-style" and say politically incorrect things that don't work inside the bureaucracy. That's the adjustment phase - he thought/thinks that he has some ability to just say and do whatever he wants, which, as anyone who has ever worked in a bureaucratic environment knows, doesn't work. Instead of him being "The Boss" and everyone falling in line, there's a good deal of built-in resistance to everything.
