I suspect as much as anything, he is used to running a business where what he says is the gospel and folks did his bidding. He probably sees it as an unnecessary distraction - hence the "can't we get past this" kinds of comments that viewed in an anti-Trump lens, make it look like he's trying to obstruct. Through a Trump is political novice lens, it may just be unfamiliarity with the differences between organizational operating principles.
