What forces in reasonably specific fashion brought this about?

For instance, if you think it was a false flag, something like:

Actors played the roles of victims & police and they just want to stir up racial hatred to start a race war that the State can quell & institute martial law and the final enslavement of America.

or

The police have a mindset of slave & master and they think of most people as sub-human and shooting them is not that big of a deal to them.

or

The heads of police departments are told to teach their officers to be vicious and to virtually guarantee that some of them are going to get out of control and we'll get this type of incident which in turn will lead to...

or

whatever your vision of things is:
