an innocent person on their back? No. Absolutely not. You're being your usual stupid self by even asking that -- which is of course another trait of yours, stupid passive-aggressive questions that aren't really questions but rather a point you're trying to make.
Police culture, personel, training ect all play into why shots were fired in this case.
They are trained to shoot and be cautious with people who are holding unidentified objects, as the boy was holding in this case.
