The President and Executive Branch agencies can only enact policies in accordance with law.

Trump can change Biden policies.

Biden can change Trump policies.

Either of those can happen (and be diametrically opposite policies) without violating the underling law.

Where you’re wrong is in thinking that Biden not following Trump policies violates law.

It’s entirely possible that Trump policy can violate law, or that Biden policy can violate law.

But in this case, the law doesn’t require pre-hearing vetting. Any such existing requirement is from policy, not law, and one Administration or the other changing that policy also does not violate the law.
