Grocery stores opperate on very slim margins of just a few percent. They make their profit from quantity. Because of the small margins they means they have to sell $20-$50 worth of product to recover from a $1 loss.

The only color businessmen see is green, if there is profit to be made building grocery stores in the ghetto then someone will build them. There are food desserts because the behavior of locals does not allow grocery stores to operate in the black.
