It's govt/political failure to address the real problem in the area.

namely, the crime rates are so high, area so unsafe no business can make money reliably. Govt funding for the store doesn't eliminate the shoplifting, robbing, and criminal misconduct that's the true problem.

Food deserts don't happen because of racism. they happen because of the poor behavior of the residents in the area.

naturally, I'll be called racist for noticing that.
