Yes, they see a positive return on their investment usually like a 25% or more return for every dollar spent. This has been proven over and over again. Why do you think communities invest in the schools. Attracts people and it raises value of the homes and raises revenue. Just the opposite occurs when you cut back. Another thing to look at: If taxes are cut by a dollar you lose revenue by 33%.
