Do you think this is a good investment of tax payer dollars

Ex: Missouri Division of Tourism, local CVB and Sport Commissions often help contribute funds and/or bids to host sporting events, such as the NFL Draft in KC a few years ago, Big XII tourney, and the upcoming World Cup. They attract thousands to millions of people from all over spending money in the state/cities in restaurants, shopping, nightlife, hotels, sales tax, etc… that normally wouldn’t be there.
Or another example, at the Lake of the Ozarks , an area that relies heavy on tourism, there is a commercial youth sports complex that attracts thousands of teams and their families from all over the country each year to play in the Ozarks, staying in hotels, condos, spending money in these communities, promoting the economic eco-system of the lake and many rural businesses. They recently had their federal grant pulled.
Should our government, whether it be cities, states, or federal be investing in our communities like this and do they generally see a positive return on investment or is it a not a good idea and a grift?
