taxed at a lower level than luxuries the rich would still continue to carry the tax burden.
The group most affected would be those working under the table. How many millions, probably more like billions, of dollars go untaxed because they are paid on the sly or for illegal goods?
Audits could be done by the treasury department or DOJ. On a consumption tax the paperwork would be simple. Not like the tax code.
