it's that the primarily off-peak power of the Bruce nuclear plant is in excess in Canada and it's cheaper for them to ship it across the border than shut it off. In fact, the import/export of power is what underwrote that plant being built in Canada.
Yes, I have been part of teams purchasing and reselling this power, as well as hedging it forward.
Michigan can get power elsewhere but it would be substantially pricier.
And no, it's not flowing into New York.
