At least half the NEZ and a good part of the SEZ were donations.
The rest of both projects were funded by revenue bonds to be paid back from the revenues coming in from premium seating. It is misleading to say the bond part of the funding is coming from "the University issuing bonds" as University funds will not be used to pay back the bonds.
