ANother myth that has been spread. COngress cannot and has not "stolen" money from Social Security. It is true that not all of the cash collected is in the fund, because some of the funds have been invested in bonds. That is not stealing, just a way to invest the money. Social Security is underfunded not because of "stealing", but because of mismanagement by both parties.
