If the HOA puts up a fence to prevent kids from playing in the creek, then that will obviously have an impact upon their play areas. If they put in a park, that too affects them. So so do rules and regulations about all sorts of things... no satellite dishes, or parents can't park their vehicles in the street, or their commercial vehicles or boats in the driveway. A friend got into an expensive lawsuit with his HOA that wanted him to tear down the new play house he had built for his son. It was very nice, even had an air conditioner, but they said it didn't match the homes. HOAs could prohibit kids from riding go-karts in the street, or playing hockey or basketball in the street/court... and of course, if the child inherits the home he has to comply with all of the HOA rules and regulations. Maybe no solar panels, ours prohibits political signs and chain link fences, satellite dishes and a lot of other garbage. Even for sale signs are limited to one and a maximum size. They are also not allowed to say "reduced price" or anything like that on them. Trash cans have to be hidden, either in a garage or behind a fence except when out on trash day. Lawns have to be mowed and any mold or dirt on siding must be power washed. Those who don't do so are subject to having the HOA order it done and pay the contractor whatever the bill is. Assessments are issued for an annual block party, care of common areas, lighting for the entrance and construction of the entrance. Further assessments may be required as they are now possibly going to be in a lawsuit with the city over a spillway & some flooding.
