Being smaller and fee based is certainly possible.

But many of the things that people want and expect from a government would be very difficult to provide without some form of taxes, it seems to me.
The problems of having governments be completely voluntary are pretty large, unless they are formed in a fashion similar to an HOA. Perhaps someone or some corporation or whatever owns a huge tract of land, sets up some sort of government structure and subdivides it, requiring within its territorial boundaries to be subject to that government. Then they could sell or gift property to others and everyone owning or leasing any of that land is subject to that government. They all agreed to submit to it voluntarily.
The alternative for a voluntary government would be to have a community where there could be a hodgepodge of governments. You might be in one government, your next door neighbor in a different government, the neighbor on the other side might refuse to belong to any government and so on.
That type of arrangement could pose all kinds of problems, obviously.
