self-managed homeowners/condo associations are a mixed bag

You get people who fight against every possible cent in additional dues, even if the reasoning for those extra dues is well deserved, and appropriately planning for future expenses.

Then after years of people fighting against raised dues, something comes to a head and there's a big expense that the association doesn't have the money to pay and everyone gets a huge assessment.

The general public sucks at long-term financial planning. All they can see is my cost today with no vision for the benefits in the future.

Hell, I can barely blame home/condo associaitons though when local, state, and federal governments are run basically the same way.
