Committing a crime on another person, knows that if he is caught, and only if he is caught, he will have to pay back or pay for the damage he caused, or the items he stole.

But there is no punishment, no retribution, no putting in a cage, no whipping, no stocks, and no hangman's noose.

If you steal $1000 and get caught you have to pay it back.

That is the extent of justice in your fairy tale world, isn't it?

What is the criminal spent the $1,000 on drugs and doesn't have any money at all, none, to repay what he stole. Then what?
