voluntary mask wearing. In hindsight -no shutdowns but that was much more iffy and not a Fed thing anyway.
But should have been used much more sparingly than they were.

Trump effed up in 2 ways. #1 he should have either muzzled the professionals entirely or stuck to what they recommended entirely. #2- he sent mixed signals and actively discouraged mask wearing (which was beyond stupid) and he also actively encouraged the spread via his super spreader events and whining about Churches not being packed.
