It proposes giving the NCAA the power/authority it needs to govern and police college sports, with a new entity called the "College Athletics Corporation" that has subpoena power for assisting the NCAA in investigations, along with some oversight.

Also, keep in mind that college sports (as a broad entity) is *a lot* more complicated than the US Olympic teams.
