There are three branches of government - executive, legislative and executive branch. The O'Bannon decision was made by the U.S. Supreme Court, which was the right ruling. Why would Congress get involved in regulating college athletics? That is something that should be self regulating through an organizing body of college athletics (i.e. NCAA). Amateurism essentially no longer exists, especially when your amateurism generates large sums of money for everyone but you.
