the only role Congress should have is creating legislation stating that the national governing body (NCAA, NAIA, etc.) controls college athletics exclusively. This would be similar to the Ted Stevens Act, which gives the U.S. Olympic Committee monopoly control over Olympic sports. Congress should not be dictating how college sports operates on a point-by-point basis.
