They have limited resources and budgets but whichever school figures out how to mine that transfer portal successfully will dominate for a long long time at that level.

Hopefully it is the Bearcats.

I think the higher you go up the levels the less the portal will matter. It will still help no doubt but a bluechip power 5 wont need it as much as a regular power 5 which won't need it as much as a mid major and etc etc.
