or (insert one of 20 other mega-rich fan/alumni bases here) before he'd be able to have rosters like '07 and '13.

The current system wouldn't have allowed his "develop diamonds in the rough" strategy because we wouldn't be able to retain all of them. Some, but not all.

The system needs to change (and it will IMO, eventually) for MU to have a chance to field teams like that again.
