The NCAA can't do anything about NIL, that's over, never changing, never going to be capped or limited. Would be an anti-trust violation if anyone attempted to change that (other than Congress, which is a whole other story).
HOWEVER, there's no law or court ruling that says the NCAA or another governing body has to allow transfer eligibility at all, much less the unfettered mess it is now. You wouldn't stop a ton of money being thrown at top recruits, but you would stop the poaching once a kid is at a school. Bama, Ohio State, LSU poach MU, Miss State, Wake Forest, etc., MU, Miss State poach Akron and UAB, and so on and so on.
The schools and coaches are *****ing about NIL because thats money they are losing from athletic departments- finite donor money and more to NIL means less to TSF. But, they could do a lot to alleviate the problem if they just limited the transfers. Don't hear much about that though.
