Let the P5 conferences draft players instead of recruiting them. Disconnect the teams from the schools as we all know most of the players just want to get paid and there is no commitment to a school and/or championships but only to the $$$ a player will get paid. So, lets set the roster limits to 70ish players total and each player will get paid, lets say $50-$75k a year while on the roster. And whatever school drafts the kid, the player is obligated to play for that school for at least a year or he can sit out and wait the 3yrs until the NFL calls. Or he can play for a year and then transfer. The receiving school then has to forfeit a draft pick (remember only 70ish players on the roster). Then set the draft up like the NFL and the bad teams draft first. The draft may take up to a week as each team has a certain time limit to pick. Most likely all 5 stars will get picked first, then 4 stars etc. The key is that teams can no longer buy a player (ie USC bought OU QB) and then stack a bunch of 5 stars behind them as they are limited by roster size and there will be fewer high quality players at the top school as they should be spread out. Obviously some details would need to be ironed out. But if the players want to get paid, lets do it and quit hiding behind NIL and turn it into a pre-NFL league.
