For example....there are various kinds of hormone therapy or other drugs that are generally legal in most or all states. The NCAA can have rules in place to ban their use in competition.
However, if there is a substance that is illegal at the state level, the NCAA can't say state law does not apply and allow it.
Just like alcohol is legal but not in the typical workplace. The workplace (or NCAA) can implement stricter rules to govern their membership's actions.
