Yeah, but NCAA rules can't pre-empt state or federal law. They can't have rules, or can't act on rules, outside of what is legal. A collective banding together to effectively limit the ability of someone to make money would likely be designated as an illegal trust. Not unlike a coalition of manufacturers agreeing that they won't pay more than $2 an hour. Same principle. Saying you can't transfer because you'll make more money at a different school is limiting their ability to be compensated. Schools joining in to do that is an illegal trust. All the jurisprudence along the past NCAA cases is definitely going that way.
