Never employees, not gonna happen. The problem for the NFL is that they know only a fraction of the current college players are important to their league. I don't see them making an investment in college athletics without a return on that investment that is clear. The NFLPA isn't giving up a nickel to fund any of it either and they eat up a huge portion of the league's revenue with the current salary cap.
