addidas payments to beakers and other basketball players.

You're right in that now payors will likely issue 1099s (and deduct these payments). The NCAA/Universities should be educating the student athletes of the ramifications. They're not employees, so tax shouldn't be withheld - the athletes want to get paid, they can adjust to the consequences.
