Feeling guilt when guilty and not having confessed guilt is a good thing. Holding on to guilt feelings too long is not good, as it contradicts the truth about forgiveness of confessed sin and restoration. False guilt, for things not done or done but not wrong is bad. Some do misuse guilt, but some misuse it ignorantly, not out of evil motive.
Many promote uncertainty about salvation because they are deceived about salvation, not out of wicked intentions. It is the duty of those who know the truth to help who do these things unwittingly to know better, without judging their hearts. That why it is necessary to hold out the correct standards. The law is not evil. It is a tutor, to help people understand God's holiness, and His grace and mercy.
