Have it go through the uni, caps per team, caps per position. Like you could have one or two max cap QBs, and a couple w regular cap hits. Everyone gets paid and caps are equal across leagues. Boosters pay into uni funds, unis pay the players, coaches determine what recruits get what cap offer.

We would see 5-star talent spread out more that way, since the elites would run out of max cap spots before they could hoard all the top recruits
