success in college as measured by GPA, probability of getting a degree and in salaries after graduation.
Those correlations would likely be higher if the quality of the high schools begins to slide more rapidly. If high schools are currently graduating students who are basically competent in reading, writing and math their GPAs are a good indicator of a student's readiness for a college curriculum. It also sets a minimum baseline.
If those minimum standards slide such that students are not up to minimum standards then ACT scores would be a good backup vetting tool to make sure students are ready for college.
If you take away the minimum standards for graduating high school AND eliminate the ACT vetting tool universities will likely be taking in a higher proportion of poorly educated students.
