is a pretty safe bet that the universities will start to lower their standards.
The other options are to start flunking out more student and have smaller upper level classes and a generally lower enrollment, or to lower salaries and expenses in order to reduce tuition to bring in more out of state, better qualified students.
I doubt that administrations are likely to go either of those routes. The tendency is always to protect one's turf and one's job and those of fellow bureaucrats and professors.
