Troy before taking on a role focused on special needs kids.

The demographics of the districts are different. But in both are lots of poverty.

The commonality between both is a lack of giving a sh*t about education by the parents and the students.

It is best if both the parents and kids value it. But it can be overcome if the parents do and push their kids or if the kids do and overcome not having parents who care.

When the parents don't care and the kids don't care, which is very high among the poor, the kid repeats the cycle.
