Any high schooler needs to have a career plan.
Computer programming technicians, electricians, railway workers, medical technicians, plumbers, HVAC, the list goes on.
We need a policy that at least informs high school kids of the possibilities, costs and benefits of alternative career choices.
Also, probably a policy of supporting apprenteceships/on the job training.
Unfortunately, with the increase in employment mobility (few kids today will remain in jobs for 20 years), employers don't have as much incentive to train kids, since they may take their skills and move on. This is a market defect that needs to be addressed.
Consumers behavior studies reveal that consumers consistently discount future benefits at an irrationally high rate. I suspect kids do the same thing and are not as willing as they used to be to invest time and effort into building skills. This may reflect a perception that career skills can lose value relatively quickly do to technical obsolescence/automation or overseas competition, This also requires some thought and perhaps a policy response. Some argue for increased support for training programs for older workers that are displaced by changes in the labor markets.
