If you don't investigate fraud, how can you find it?

And the WI Supreme Court voted down the lawsuits claiming fraud by a vote of 4-3, and the 4th vote indicated he felt that fraud may have indeed occurred but steps should have been taken prior to the election rather than after it.

Again, you cannot find what you do not investigate. If no companies had ever performed an audit looing for embezzlement, that would not mean embezzlement never occurred.
